To find out the toughness of a material.  Toughness is an indication of how easily the material will fracture in a brittle manner.

Often manufacturers conduct this test to qualify the grade of a steel to 300WA for example.  This test is often used to qualify a welder.  A Charpy impact test is conducted on a welded plate to ensure that it has sufficient toughness and fatigue strength.  This is particular the case for the shipping industry.
